What kind of experience does my character need?

Any character under level 6 will be allowed with some exceptions depending on the characters background and story potential, and power level. (that 15th level mages that is only 10 years old. is a bad idea, but if you've got your heart set on a 70 year old level 15 vagabond with no stats above 10, and WP knife as his only weapon skill, who am i to argue)
